Bids open for hunter well field project

December 14, 2013

During Tuesday's meeting of the City Commission, a bid was awarded to drill water wells at the Hunter Well Field.
Three bids were received and opened at the meeting; all three included a base bid and three alternate bids. The bids were reviewed during the meeting by John Voller with Enprotec/Hibbs and Todd.
A recommendation was given to award the bid to Texas Water and Soil, which offered the low base bid of $763,602. The three alternate bids came in at $138,442; $144,250; and $172,442.
Discussion was held on the project, in which around $1.3 million has been set aside. However, an estimated $250,000 is expected to be used for utilities on the site, as the city and utility company are currently negotiating.
A motion was made to award the base and alternate bids to Texas Water and Soil — contingent on approval from the Texas Water Development Board (TWBD) as well as test well results for the alternate bids, which was approved. Approval must be obtained by the TWDB due to the fact that the city obtained a loan from the organization to cover the cost of the project.
The base bid is open for a sixty-day time period, while the alternate bids are open through the life of the contract.
Also during the meeting, Voller announced that the bids for the Union Pacific Railroad right-of-way waterline relocation project would have to be postponed yet again.
The item was initially tabled at the November meeting, but some questions raised since that time are still unanswered. The goal is to hopefully obtain and open bids by the February meeting, but no later than March.
As a result, the March 31 deadline for the project has been lifted by the railroad. Negotiations are taking place in regards to a new timeline.
