County commissioners discuss pending project from TxDOT road grant

April 16, 2014

Discussion was held at Monday's Nolan County Commissioners meeting regarding the county's pending project from the TxDOT (Texas Department of Transportation) grant which would be used to repair county roads from oil and gas exploration, development or production.
County Attorney Lisa Peterson shared that the county received $751,155, an increase from the $675,000 they were expecting to receive. While the application is available online, some issues were noted which led to concerns from the county's legal team.
The commissioners gave approval to give County Judge Tim Fambrough the ability to sign any documentation at the recommendation of Peterson, so that special meetings would not have to be called. All items would be reviewed by Peterson before any signature would be given.
Also during the meeting, approval was given for Peterson's office to replace a desktop and laptop in order to comply with state Windows 7 requirements. The purchase and installation of the equipment would be done through Your Way Computer Tech Team.
The contract between Nolan County and Abilene Regional Council on Alcohol and Drug Abuse, Inc. for in-kind match-for office space was approved as well, which was tabled at the previous regular meeting to review the document.
In addition, approval was given to award several bids for various items. The bid from Vulcan was accepted for 70,000 tons of grade 3 or 4 crushed rock, while Heartland Asphalt will provide approximately 165,000 gallons of AC5 paving materials and unspecified amount of MC30, and two bids were awarded--for #1 grade from West Texas Rock Resources and #2 grade from Mine Services--for crushed 1 3/4 minus flex based road base materials.
As approved by the commissioners, the burn ban for Nolan County will remain in effect until the next meeting, and the minutes from the March 24 and April 3 meetings were approved.
One item was tabled for further review--the replacing of page 2.021 of the Nolan County Employee's shared sick leave pool, and reports were received from the Nolan County Clerk, Auditor, Treasurer, Veterans Service Officer, the Sheriff's Office, the Nolan County Coliseum and the Sweetwater-Nolan County Welfare Association.
