GMP approved for county projects

During Monday morning's meeting of the Nolan County Commissioners, the GMP (guaranteed maximum price) for the new construction of the county jail and sheriff's offices was approved at the total of $10,492,047.
The GMP package was presented to the commissioners, which outlined the summary of the proposal. Pending the approval, the start date for the project would be September 30, with a substantial completion date of October 31, 2014--making it a 13 month project.
The clarifications from last week's meeting were included, along with the review of the VE (value engineering) items which were accepted. A copy of the follow-up document submitted this past Wednesday--which also included the scope work on the analog system--was part of the package as well.
Also outlined in the package was a schedule for the project and a budget breakdown, as the county wanted two amounts for the sheriff's office and the jail. Regarding the substantial completion date, also cited as beneficial occupancy, it was noted that the facility would be able to be operated as a jail, thus it would have to pass inspection by the state's Jail Commission.
Some brief discussion was held before the commissioners headed into a short executive session. However, Precinct 3 commissioner Tommy White expressed that he was upset with the two companies, Turner Construction and Wiginton Hooker Jeffry Architects, and was against the amount of the GMP--which was noted at last week's meeting as $656,924 over the initial, budgeted price.
Upon returning from the closed session, Precinct 2 commissioner Terry Locklar explained that although it was not by popular demand, he made the motion to approve the GMP pending a review by county attorney Lisa Peterson of the GMP package document. Precinct 1 commissioner Terry Willman seconded the motion, and the measure passed in a three-to-one vote, with Commissioner White voting against the item.
