The Nolan County Commissioners' Court met for a special meeting on Monday morning, Sept. 19, 2011 at the Nolan County Courthouse.
A public hearing was held on the 2011-12 proposed budget. No input was given; thus, the meeting re-opened for other business.
However, five changes citing the transfer and inclusion of funds were noted for the proposed budget in which the changes had to be voted on. One particular change which prompted some discussion was in regards to overtime within the Nolan County Sheriff's Office (NCSO).
While the NCSO has worked toward keeping overtime at a minimum, the rise in more local events such as wildfires, searches and other criminal investigations has resulted in more work. With the overtime budget set at $40,000, all five changes were voted and approved for the proposed budget.
The commissioners also voted on raising more revenue from property taxes than in the previous year. Approval was given to ratify the property tax increase as reflected in the budget.
Also approved was the records management fund plan for the County Clerk, Pat McGowan. The money is collected through the year to use on the fund.
Following these approvals, the 2011-12 budget was adopted and approved with the previously noted changes. The vote for the tax rate for the new fiscal year â€” totaling at .423023 cents per $100 valuation (an 8% increase) â€” was approved as well.
Furthermore, a date was set to hold a public hearing on the record management archive plan for District Clerk Patti Neill on Monday, Sept. 26. Ms. Neill stated that the plan was enacted two years ago which is collected through an additional $5 in court costs to help pay for the archive storage.
