Resident appointed to Texas Commission on the Arts by Gov. Perry
Gov. Rick Perry has appointed seven members to the Texas Commission on the Arts. The commission encourages appreciation for fine arts in Texas, and acts in an advisory capacity regarding the construction and remodeling of state buildings and works of art.Rita E. Baca of El Paso is a business fashion consultant and sales representative for P and G Prestige. She is past commissioner of the Texas Animal Health Commission, and a board member of the Volar Center for Independent Living, Northeast Rotary Club of El Paso, Women's Fund of El Paso, Federacion Mexicana de Asociaciones Privada Foundation and El Paso Zoological Society. She is also a volunteer for the El Paso Opera Guild. Baca is a graduate of Bauder Fashion College and Leadership El Paso. She is reappointed for a term to expire Aug. 31, 2017.Andrew Barlow of Austin is founder and CEO of Overflow Communications. He is former deputy director of communications for Gov. Perry, and a former pastor of Creative Development at Lake Hills Church. He served in the U.S. Navy as a public affairs officer for the USS Kitty Hawk, and is former acting director of the Navy Office of Information of the Southwest. Barlow received a bachelor's degree from the University of Notre Dame, and completed his officer training at the Naval Training Center and public affairs officer training at the Defense Information School at Fort Benjamin Harrison. He is appointed for a term to expire Aug. 31, 2017.Patricia "Patty" Bryant of Amarillo is owner of Patty A. Bryant Communications. She is a member of the Mid America Arts Alliance and Leadership Texas Alumnae Association, and a member and past treasurer of the West Texas A&M University Foundation. She is past president of the National Rural Electric Cooperative Women's Association, Canyon Rotary Club, Panhandle Historical Museum Auxiliary, and Amarillo Women's Forum and past chair of the Amarillo Convention and Visitor's Center Board. She is also a past board member of Amarillo Little Theatre, Amarillo Opera BRAVO and Lone Star Ballet. Bryant received a bachelor's degree from Kansas State University. She is reappointed for a term to expire Aug. 31, 2017, and will continue to serve as chair of the commission for a term to expire at the pleasure of the governor.David C. Garza of Brownsville is a partner at Garza & Garza, and is admitted to practice law before the U.S. Supreme Court, Fifth and Eleventh Circuit courts of Appeals, and U.S. District Court for the Southern District of Texas. He is a member of the Texas and Cameron County Bar associations, Texas Bar Foundation, and U.S. and Texas Diocesan Attorneys associations. He is founding director of the Texas Lyceum Association and the Historic Brownsville Museum, past member of the Texas Racing Commission, and past director of Texans for Quality Education, the Texas Opera Theater and Texas Arts Alliance. Garza received a bachelor's degree from St. Edwards University and a law degree from the University of Texas School of Law. He is reappointed for a term to expire Aug. 31, 2017.Mila Gibson of Sweetwater is founder and former director of the Amarillo Opera, and a retired music professor at Amarillo College. She is a board member of the Sweetwater Rotary Club and Amarillo Opera Board of Trustees and a volunteer for the West Texas Rehabilitation Center. She is also a past member of Opera America, the National Opera Association and Texas Music Educators Association and a past board member of the National Association of Singing Teachers and the Association of Professional Fundraisers. Gibson received a Bachelor's degree and Master's degree in music from West Texas State University. She is appointed for a term to expire Aug. 31, 2015.Ronald "Ronnie" Sanders of San Antonio is a fine arts teacher in the San Antonio Independent School District and a former collegiate choral director. He was credited as a conductor at Carnegie Hall in 2005, is a member of the National Collegiate Choral Organization, American Choral Directors Association and Texas Music Educators Association. He is also a past board member of the Texas Choral Directors Association. Sanders received a bachelor's degree from Charter Oak State College and a master's degree in choral conducting from the University of Houston, and is currently pursuing a doctorate degree in musical arts from Boston University. He is appointed for a term to expire Aug. 31, 2017.Marsha Wilson Rappaport of Galveston is director of grants management and development for St. Vincent's House. She is a member of the Pi Gamma Mu International Honor Society in Social Sciences, and a past member of the Galveston Park Board of Trustees, Galveston Community Recovery Committee, and Galveston Historical Foundation Advisory Board. Rappaport received a bachelor's degree from Indiana University and a master's degree in national security from the American Military University, and is currently pursuing certification in non-profit management from the Texas A&M University George Bush School of Government and Public Service. She is appointed for a term to expire Aug. 31, 2013.
