Multiple contracts between the county and Turner Construction--for service as construction manager at risk--for the remediation of the county courthouse façade, construction of a new jail, and/or construction of new sheriff's offices was approved at the Nolan County Commissioners' meeting on Monday morning, October 22, 2012.
However, the contracts are strictly dependent on the result of the propositions before the public on the November 6 general election ballot. While presented with the chance to enter executive session on the matter, the commissioners took immediate action.
Precinct 1 county commissioner Terry Willman noted that while the contracts were complex, the commissioners spent ample time reviewing the documents. He additionally appraised the legal entities involved in the process for their hard work.
Also regarding the upcoming election, approval was given to set the date to canvass votes of the November 6, 2012 general election for November 14, 2012.
In addition, approval was given on audits of forfeiture funds for the Sheriff's Office as well as the District Attorney's Office, in accordance to Article 59.06 of the Texas Code of Criminal Procedure. A new law now requires that approval must be obtained from the county commission on the yearly matter.
However, during the meeting, it was stated that both offices had not been presented with the information. Thus, the item was set aside in order to give the offices ample time to review the document.
Later on Monday, before the meeting adjourned, the commissioners gave their approval.
Other action items presented at the meeting were the continued participation in the Texas Association of Counties' county choice retiree medical program, which was approved. This program offers medical care packages to retired employees of the county.
Furthermore, a resolution was approved regarding the West Central Texas Council of Governments hazard mitigation plan update, as well as a between Nolan County and the Texas Department of State Health Services for printing birth certificates. Also approved was the appointment of Mrs. Wayne Rainey to the Sweetwater-Nolan County Welfare board.
And with the heavy rain that was falling on Monday--even during the county meeting--the burn ban was approved to be left off for the next two weeks. The minutes of the October 8, 2012 meeting were approved, while reports were received from the Nolan County Veterans Service Office, Tax Office and Welfare Office, as well as from the Government Trapper.
An agenda item, however, was removed during the meeting--approval to fly area college flags below the U.S. flag at the Courthouse for a fund-raising project. It was noted that such an act is illegal.
Rounding out the meeting were comments from the public, in which Sweetwater Fire Chief Grant Madden shared that the process is beginning to deploy the DeltAlert call-out system for the county. Cited as a "very useful tool" by the fire chief, Nolan County Sheriff David Warren echoed that sentiment and informed the commissioners that people can get involved in the emergency notification program.
